Role Description

We are seeking a Lead Owner Representative to act as the Client’s senior on-the-ground representative for the delivery of a large-scale data centre project. 

This role provides overall leadership, coordination, and assurance across all technical, commercial, and delivery work-streams. Operating at a senior level, the Lead Owner Representative will ensure that the project is delivered in line with the Client’s objectives for scope, cost, programme, quality, and operational readiness.

The role may be fulfilled by an individual from either a Project Management or Quantity Surveying / Commercial background, with strong experience in complex, mission-critical projects. The Lead Owner Representative will lead a multidisciplinary Owner’s Representative team and act as the primary interface between the Client and the delivery organisations.

Responsibilities

1. Scope & Delivery Management

  • Take overall responsibility for the delivery of the data centre project on behalf of the Client, ensuring alignment with agreed objectives, scope, budget, and programme.
  • Provide strategic oversight across CSA, MEP, and Commercial workstreams to ensure an integrated and coordinated delivery approach.
  • Oversee design, procurement, construction, commissioning, and handover activities, ensuring delivery is compliant with contractual requirements and industry best practice.
  • Drive project progress through proactive identification of risks, constraints, and opportunities, ensuring timely mitigation and corrective action.
  • Maintain a comprehensive understanding of the project scope and interfaces, ensuring seamless integration across all disciplines.
  • Review and validate contractor and vendor programmes and their associated Basis of Schedule documentation for realism, achievability, and contractual compliance.

2. Stakeholder Coordination 

  • Act as the primary senior interface between the Client and the project delivery teams, ensuring clear communication, alignment, and decision-making.
  • Chair key project governance and progress meetings with contractors, designers, consultants, and Client representatives.
  • Coordinate closely with Project Management, Construction Management, Cost Management, and Schedule Management teams to ensure consistent messaging and reporting to the Client.
  • Foster a collaborative, solutions-focused environment across all stakeholders while maintaining clear accountability. 

3. Risk & Compliance Management 

  • Maintain oversight of project risks across technical, programme, and commercial areas, ensuring risks are identified early and actively managed.
  • Ensure contractor and consultant compliance with contractual obligations, statutory requirements, health & safety standards, and Client-specific policies.
  • Maintain strong commercial awareness of contracts, proactively identifying potential claims, variations, and cost impacts before escalation.
  • Ensure change control processes are rigorously applied and that Client risk exposure is minimised. Provide clear, accurate, and timely reporting to the Client and senior leadership on project status, risks, programme performance, and financial position.

4. Reporting & Documentation 

  • Ensure reporting outputs across cost, schedule, and delivery are aligned, data-driven, and suitable for executive decision-making.
  • Review and approve key project documentation, ensuring governance, traceability, and compliance with agreed procedures.
  • Escalate critical issues with clear impact assessments and recommended actions.

5. Collaboration & Integration 

  • Lead and manage a multidisciplinary team of Owner Representatives across CSA, MEP, and Commercial functions.
  • Provide mentoring and leadership to the project team, promoting continuous improvement, capability development, and knowledge sharing.
  • Ensure clarity of roles, responsibilities, and interfaces within the Owner’s Representative team.
  • Drive alignment between technical, commercial, and operational objectives to support successful project outcomes and long-term asset performance.
In Country Requirements 
  • On-Site Requirement: Candidates are required to be on-site full-time; however, they are not expected to reside in the country full-time.
  • Rotation Cycle: If required, the candidate can work on a 10-4 rotation cycle over a two-week period. Alternatively, a 5-2 workweek rotation may be considered if the candidate can be on-site by 12:00 on Monday and remain until 15:00 on Friday.
  • Travel Allowance: A monthly flight allowance is provided.
  • Accommodation: Suitable accommodation located within 45 minutes of the site will be arranged and covered by the company.
  • Transportation: Employees with a valid driving licence will be eligible for the use of an in-country leased vehicle.
  • Living Costs: The company will cover other associated in-country living expenses to ensure a smooth and focused project experience.
Qualifications
  • Relevant Qualification essential e.g. master’s or bachelor’s degree
  • Previous experience in Schedule Management
  • Experience dealing with relevant issues
  • Knowledge of Health & Safety
What Experience We Are Looking For 
  • Minimum 12+ years’ experience in project delivery, ideally within mission-critical projects.
  • Proven experience operating in a senior Owner’s Representative, Project Director, or Client-Side leadership role.
  • Strong understanding of both technical and commercial drivers of project delivery.
  • Experience managing multidisciplinary teams and interfacing with senior client stakeholders.
  • Ability to provide clear leadership, structured governance, and calm decision-making in complex delivery environments.
  • A proactive, analytical, and solutions-focused mindset, with the ability to anticipate issues and protect the Client’s interests.
